unique IP addresses system-wide

It is possible to control whether IP addresses can be created multiple times (same address in multiple subnets).

This check can be activated/deactivated via the "unique" flag on the IP subnet.

The flag is visible in the IP subnet pool view and can be edited during creation and in the IP subnet detail view.
By default, the flag is active at creation unless other addresses are present in the same area and are in a subnet whose flag is inactive (addresses not unique). In this case, the flag is inactive and cannot be modified.
