To successfully use an Oracle database with spatial abilities, Oracle Locator needs to be installed. It is part of all database installations and just needs to be enabled. Since it requires certain packages to be activated too here is a list of these packages. The practical steps are explained in chapter 2.2 .

Check your amount of Shared Memory on the database. This needs to be at least 600 MB.

If this minimum amount of shared memory is not available, it is recommended to install a new instance of the database with sufficient memory and install locator there. Afterwards import a dump of your Cm-data. Changing memory in runtime is possible but could lead to serious errors.

Set SGA to 800MB and PGA to 250MB.
