If the next free IP address is to be assigned, the following rules apply:

1)smallest address from selected networks (group, pool, subnet)

2)IP address has no assignment to

-Mux, Map, Port

-firm

-duty

If the IP address is only assigned a value in the "Reserved" field, it is treated as a free IP address.
