There instances where WDM channel is routed over another channel. Both parent and child having same type is Ciena. For example, OTSi is routed over another OTSi. This can happen over multiple times. DSE Manger Sync layers in sequence i.e., parent then child. Hence, we need more than one json file for same type i.e., OTSi.
