OTO-ID input by user
OTO-IDs are generated by system using OTO-ID templates and not editable. In occurrence when OTO-ID in the database mismatches to the as-built or real field OTO-ID, the workaround to correct it is tedious.
Therefore it is necessary for OTO-ID to be editable to allow user to input or correct any incorrectly generated OTO-ID in the database
